Since a person can have unlimited helpings at a buffet, most people take a sample of the food available in the first round. In the second round they help themselves to the dishes they like.
It is advisable to use a fresh plate for every round of helpings due to sanitary reasons, especially when eating out in restaurants. Some places have it specifically listed , since other customers will not find the buffet food hygienic as the dirty utensils are used with the clean food.
However, at home using a fresh plates will add to the dishes which need to be cleaned, so using a fresh plate may not be mandatory.
